Summary of the final regulatory action:

Ministerial Order No. 396 /2002 on the banning of the use of plant protection products
containing certain active substances on Romania's territory transposed partially the Directive
79/117/EEC of 21 December 1978 banning the placing on the market and use of plant
protection products containing certain active substances, laid down in the Annex 1 at the
Ministerial Order No.396/2002, excepting for research or laboratory analyses uses and export.
In the emergency situations which can not be solved through other means, the Interministerial
Commission for the certification of plant protection products may authorize for a period of
maximum 120 days the placing on the market or the use of the plant protection products
containing one or several substances mentioned in the annex.

Toxic for human health and can be stored in fatty tissues.

May significantly bioconcentrate in fish and aquatic organisms.
Nitrofen and its aged derivates can be immobile in soil, which is in keeping with their high adsorption coefficient on different soils and the low water solubility of parent compound.
